It's not a bug, it's hard coded there by the XFCE devs.

I Provide International K9 Zoom Training

I installed Onboard virtual keyboard, set its setting in Accessibility to show at boot.
I removed Onboard, but its option is still displayed on the Accessibility tab. I think that's an oversight. I shouldn't see it after it's been removed. I have a screen capture, but i don't see a button to include an image. Here's an imgur URL, if you need to take a peek:
