Another idea:  Every year, the forum guideline is PM to all users.  Also, new user get PM when they signup.

I really like that ideas avj, except we can only have Categories on the front page, not Threads :( That's why we put it in Introductions, so that when people introduce themselves (some, not all) they will hopefully see the stickies there too.

This is just a thought. It may save a few headaches, if the forum posting guidelines were moved or copied to the general section on the first page of the forum. It would serve as a constant reminder of the guidelines and allow new forum users to easily find the topic and not overlook it.
