On Lenovo's, well at least in Windows, you can do a Fn+Esc key combination to "lock" the FN key in Function mode F1-F12. Otherwise, they are in the "other mode", which I don't have a name for since I always use Fx keys.
If the above does not work, you have to une Fn+Fx key for each key, every time.
Note : Maybe there is a Linux equivalenet to my first paragraph though...
For the touch pad, similar idea, it could be disabled using the appropriate Fn+Fx key combination / same for touch.
But, those could be related to drivers, so, do a Driver scan and see where this goes first.
