My last assignment in the Air Force was at Kelly AFB, on the west side of San Antonio.

In the early '90s, the Air Force finally had to close the base because they couldn't get most of the civilian employees to help support the base's mission, and it 'took an act of Congress' to fire one of them. The only viable solution was to close up shop, and lay 'em all off.

I imagine they turned the base over to the Texas Air National Guard. They had a large presence there...
