Thanks for your advice. Here are answers to some of your questions and what I did.
I made my original bootable DVD using Free Easy Burner.
I erased the HDD with DBAN.

I ran WinMD5 on the download file and it was OK. I assume this is the same as Checksum suggested by newtusmaximus.
I made a new bootable disk using the method described in bitsnpcs's reply. It worked.
I set the BIOS to the factory default and ensured the date and time were correct as recommended by trinidad.
I installed LinuxLite on the HDD and all is working well.
The next challenge is to get my old Canoscan 4400f scanner working in LL.

You can download and burn Linux ISO dvds on almost all up to date Windows 10 systems with the regular Windows dvd burner. No need for extra software. Just click verify disk. Problems only occur with some systems with lighter OEM dvd burners usually Win7 home build OEMs. Also if you have the bash shell configured in Windows 10 or have installed ext2fsd chances are Windows has already updated that lighter dvd burner. Almost all Windows 10 computers built with 10 OEM will have no problem burning Linux ISOs to a dvd. I've never had a problem with LL burns on any of my 3 Windows 10 machines or my 8.1 laptop. You can create a problem if say you download LL ISO and copy it to a USB and then plug that USB into a Windows machine and try to burn from that USB. In that case you should copy the file from the USB into downloads without scanning it (ignore warnings) on the Windows machine and then burn from there.

Two other things could be affecting you here.

You say the drive is empty? Did you erase, zero, or reformat the whole drive, or is it a new drive? Zeroing the whole drive can remove firmware from a Windows EFI machine, and then installing a new sata drive without first factory defaulting the BIOS can confuse the system BIOS if the dvd is pata even though the new drive is detected. Also before you install any Linux software after a factory default reset make sure to set the cmos clock correctly. This will avoid issues for you down the line with some Linux applications like virtualization.

Boot order cannot always be changed when a new drive is involved. Many BIOS must be reset to OEM default to detect new drives properly AHCI for sure. Boot order can be set afterwards. Use the manual boot menu to try to boot from dvd. Usually F12 key. If something is wrong it will direct you back to setup. Usually F2 key. This does get confused if the dvd is pata and new sata is introduced to the system. Reset BIOS to factory default and let them detect the new drives, and make sure to set the cmos clock correctly (a few seconds short of the real time) afterwards. If your clock is haywire (set into the future) it will drive you nuts with some Linux virtualization applications. Also cmos clock settings are not persistent on some OEMs without doing a factory default BIOS reset first, otherwise It will revert to the old time setting on reboots.

You say it boots other dvds. Are they Linux OS ISOs? or rescue disk ISOs? There is a difference as far as some Windows 8.1 OEMs are concerned. Was there a prior system on the empty HDD say Windows 8.1? If so you will definitely have to reset your BIOS.

Hello Alistair,

which software did you use to burn the dvd ?
It can make a difference as some software creates the dvd differently, and this can cause issues.

Have you tried the dvd on the pc you burned it on.     Did you chechsum the iso before you burned it onto the dvd?

I am trying to install LL3.4 64-bit from a DVD to an empty HDD. I downloaded LL to a different PC and burned the ISO file to a DVD. On the PC to which I am trying to install LL, the DVD drive is first in the boot list. The DVD fails to boot. Other bootable DVDs boot successfully from the drive. Can anyone please suggest what I might try to resolve this? Thanks
