You can find it in Settings under Window Manager.

To get there directly
Click Menu
Begin typing 'Window Manager' into the search bar
When you see the Window Manager choice offered, click on it.

Select the 'Focus' tab
Select 'Focus follows mouse' in Focus Model
and choose the 'Raise on Focus' options

I haven't found anything about setting focus follows mouse in the settings.
I suspect this question may have been asked and answered, but I'm not finding it.
Hopefully someone will take time to answer
