I finally gave up on VLC and went with SMPlayer, of course mine is AMD also. Another bucket of worms.
changed from Windows 10 to a REAL OS

Any news for this?

Based on a recommendation from some fellow linux users: http://www.cupoflinux.com/SBB/index.php/topic,5191.msg30398.html#msg30398 I decided to put in a Nvidia card.  NVIDIA GM107 [GeForce GTX 750 Ti]  The only odd thing that came up after that was that it appeared that I had to update my skylake graphic drivers.  http://www.cupoflinux.com/SBB/index.php/topic,5242.msg30674.html#msg30674  Everything video seems to be running fine now.

Quick easy fix could also be to change the video output in VLC to 'OpenGL GLX' in  Preferences, Video, Output. Also disable 'Accelerated video output' in Preferences, Video, Display.

I would even try our 4.8 kernel before trying the above. Intel contribute code to the Linux kernel so support for their products tend to get better with time.

I tried to record my desktop with simplescreenrecorder.  Not all of the video showed up.  I'm sorry.  But if everything was right then it should of...  I'm able to play back videos on youtube ok.  But in VLC things are wonky.  So wonky that even my screen recorder couldn't record the video that vlc was playing! 



I also tried to capture the issue on Camera.  Sorry about the shakiness.  I had to hand hold the camera.
