If you can get someone to download these two files onto a USB:
http://repo.linuxliteos.com/linuxlite/po..._amd64.deb
http://repo.linuxliteos.com/linuxlite/po..._amd64.deb
Then copy them in your home folder. Then open a terminal and do:
Reboot. Try that.

sudo dpkg -i *.deb
