Since it is a release based version like Ubuntu, every version level update (such as 2x to 3x) would be similar to a fresh install
-- I prefer to use apt-get (or just apt(Ubuntu style) upgrade and then apt-get dist upgrade to get the latest versions of installed
For instance, I usually end up changing a lot of the installed programs and removing stuff I don't need,
--examples: wifi, x-servers, bluetooth, compiz , adobe flash and so on
I also tend to use apt on the command line, since I usually don't find distro package managers any more useful than the standby Synaptic, unless I am really just meandering through to see what might be available; and even then often enough just by looking through the sections list that Synaptic has, I can see lots of programs to discover or different versions of ones I already use..
