Touchpad Settings Reset Even During the Same Session

I normally use a usb mouse, but at the moment, I'm traveling and using the touchpad. I changed the setting in the Mouse and Touchpad settings to disable scrolling, but it resets itself after every boot. Then I noticed that during the same session, the touchpad would change from "disabled scrolling" to "circular scrolling". It's done it several times already on this login/session. What is causing this setting to change on its own? How do I make all the touchpad settings stay the same after rebooting the system?

Update: I've noticed that if I leave the Mouse and Touchpad settings window open, the scrolling option stays disabled. If I close the window, I later notice that it has reset itself to circular scrolling. (Immediately upon closing the window? Not sure.)

When you logout/reboot choose to Save session after you have applied your preferred settings.
