Install Updates script always downloads same version of manual

Noticed that when running the script 'Install Updates' it re-downloads the same manual every time. Shouldn't
the script check to verify what version is installed?

That won't be an issue in 2.0 The Manual will only update if there is a new version in our repository. Cheers.
