Move Tabs on Taskbar

What is it exactly you want to do? Move where?

The drag and drop function you are seeing is to move an open app from one desktop to another. Desktops are located to the right next to the updater in the taskbar. Default is two but you can add more.

Right click on the panel. Select panel> then panel preferences > then Items to see panel setup and spaces. Use up down arrows to move items and plus minus to add or delete items.
