can i fresh install Linux Lite, install updates, restart PC, and then install nvidia video card through terminal or something? it's ok to me it says "Ubuntu 16.04" booting screen because i want to play games on my PC

i did clean install Linux Lite 3.2, installed all updates, restart PC, do i need to go here first?
sudo apt-get update
sudo apt-get install nvidia-prime nvidia-361-updates nvidia-settings

The Help Manual's Video Drivers section says to go to Menu > Settings > Install Drivers.

can i uninstall nouveau before installing nvidia?

You don't have to uninstall, just install the Nvidia proprietary, tested one........(you're gonna make me say it)......like the manual shows. In my own defense, I pointed you to the direct section covering that, twice.
I don't expect everyone to be like me. I was drawn to this distro partly because of the documentation. Before it was laid out in tiles like it is today, it was one long webpage. I read it all. It would behoove you to do the same. I don't expect you will, but at least go over the sections I or those on the forum mention.
Truth be told, I don't even know how to uninstall nouveau. I do know how to select the latest proprietary driver, though. For all I know, it uninstalls nouveau as part of its install.

ok after i installed nvidia the one i follow in help manual, gives me link, the synchronize drawing to the vertical blank is not working, if i move the window, screen keeps tearing even if i watch video, screen keeps tearing, any suggestion?

For your screen tearing, it could be as simple as going to Window Manager Tweaks (Menu, Settings, Window Manager Tweaks) and enabling the "Synchronize drawing to the vertical blank" option under the Compositor tab. If that doesn't work, consider installing Compton.
