Yes  :(  Probably only affects a small number of machines though...

It's default file copy mode breaks the original ISO down to a bootable exFAT (or vFAT) partition, which means the contents are easily accessible (especially on Windows).  DD'ed ISO images can be a lot less convenient that way, but there are also machines that won't boot the file copy mode USB stick but will boot a DD'ed USB stick (mostly because those, usually older, machines actually only support booting from USB CD-ROMs rather than USB mass storage devices).

My fleet includes both types as well as machines that can boot either type of USB stick without problems.  Some distros seem to have more sophisticated ISO builds with better compatibility, but there aren't that many (Mageia 7 is one of the few I found like this).

Respinning the ISO for Lite 5.x won't fix your problem as the 5.x ISOs already support the 32bit UEFI however I've found some machine firmwares (Lenovo/Insyde especially) won't boot from a USB drive unless Rufus is used in file-copy mode (Rufus' default) to put the Lite ISO on the USB drive.  If your problem is a grub prompt following a grub error message at the end of the installation procedure, this post has some info that might help.
