I wonder if LL can be set by default to stick with what works and refuse kernel updates, sticking to the stable LTS kernels. It might prevent some of the "broken after updating" issues that happen with older hardware.

People will always have that option, and it must remain just that, an option - apt mark hold. Other than an existing bug report, which newbies wouldn't be accessing anyway, there's no way to to tell if a pending kernel update will break something. There are 2 camps in this issue, make kernel updates manual (the Mint way) or let nature take its course and put no machine at risk of kernel vulnerabilities. Both have serious consequences.
