Is there a way to disable all tooltips for the whole OS?

I know it's difficult to get away from Windows, and yet provide the good things that Windows has while getting away from the silliness. I suppose that making the whole OS to be adjustable in every way possible, would make the OS a hundred times larger.

1. - Right-click on the panel and from the context menu select Panel Settings
2. - In panel settings go to Items' tab, select the launcher from the list you want to disable tooltips to.
3. - Click on the gear icon on the right to run the launcher's setting dialog box.
4. - Under Advanced, look for Disable tooltips and uncheck the box.
That should do it.
