Jerry:
After hours of sifting through the backend and many many tests later, the culprit has been found. Seems our custom WYSIWYG editor was the cause of the Quote and Preview issue. I've removed the custom WYSIWYG editor until such time as I find a better one that doesn't interfere with forum operation.

If you had a custom avatar you will need to add it again, that was the only casualty here :)
