I've just come across this while looking for info on my HP15 no longer booting. As I'm using my older Toshy satalite C850 I find this thread interesting as it describes behaviour i sometimes experience with it. Not every time , maybe 1 in 10 or less but on power up things run slow the cursor is jittery & i have the same lag problems & menu problems. Same CPU usage thing too & yes it makes the thing unusable. A restart also solves this. I'm adding my tuppence worth as this was also a prob before i installed LL on it & was running Win8 then 10 and was one of the reasons i moved to LL thinking it was a prob with Windows OS. It happens a lot less on LL. My HP (when working) never does it neither does my little Acer notepad, so i get the feeling this is Toshiba specific. I'll try the disconnect/reconnect on wifi next time this happens as it sounds quicker than a restart.

Interesting pingball, thanks for the confirmation. Yeah when I bought this thing it had W8 on it, and then W10 -- and it was always a dog. Never explored the issue and certainly never thought about disconnecting/reconnecting back then. I've always wondered if the problem occurred under windows but I'm gonna guess that was probably the case.
BTW, I did try a different Linux distro and lo and behold, I got the same behaviour. So I'm gonna chalk it up as a hardware thing.

Just a quick update. Cursor had the jitters real bad a couple of days ago on start up so I gave it a couple of minutes & nothing improved. Managed to drag it to the wifi icon & disconnected from my router & low & behold the system crashed completely & I had to hard shut down. Clearly my toshy doesn't want to play that game. Oh well...

Quick update. I fired up this laptop after two years -- now I have a use for it. It behaves as I remembered it. Naturally put on the latest LL, and was so surprised that the UI did not seem sluggish after a fresh boot. Was it fixed, I wondered? Then went through the motions -- turn wifi on and off just like before -- and it was even faster. Again, I'm sure this is a hardware thing.
But what this says is the LL 5 is way better, faster and more responsive. I'm really pleased and wanna say thanks.
