should i build a pc? whats best for Linux Lite 2.0?

thanks man this stuff is all kind of confusing to me now i got help and was young when i last deal with a motherboard and basically forgot the entire process. this website claims pci can get you usb 3.0 so i will search for that. i have only seen them for usb-e unfortunately.... thanks for your time again i wouldn't know what to look for.
