I've noticed that  Date & Time is not in the settings.
Here is how to add Date & Time to the settings

gksudo leafpad /usr/share/applications/system-config-date.desktop

Change Categories=... to

Categories=XFCE;GTK;Settings;DesktopSettings;X-XFCE-SettingsDialog;X-XFCE-SystemSettings;

or if you want it in the Hardware section

Categories=XFCE;GTK;Settings;DesktopSettings;X-XFCE-SettingsDialog;X-XFCE-HardwareSettings;

Now it will show in the settings. Open it with
