Installing New Themes

I followed the details to install a new theme it does not appear under appearance but it is visible under windows mgr but it is not available to choose
anyone have any clues as to what I am doing wrong? ??? Thanks

And something more specific than "I followed the details" might be helpful too, like elaborate a bit on those details for example.

It seems to be the same with sending mail, it doesn't show and there is no any indication of sent or received notification by sender and receiver.
