While emulators themselves might be legal, the sharing of copyrighted ROMs is almost certainly illegal.
That might explain why the tutorial you've read is vague on the subject.

This is a support forum for Linux Lite OS.  Any discussion of where to source ROMs would be breaking forum rules.
