ASPM support can be enabled or disabled by the pcie_aspm kernel parameter, where pcie_aspm=off disables ASPM and pcie_aspm=force enables ASPM, even on devices that do not support ASPM.
Maybe... check your BIOS and disable any/all powersave options, or try adding adding the kernel param to boot. OEM Windows 7 is known for causing this problem with pci wifi hardware. It turns off wifi and Linux can't turn it back on.
