I have not tried the .rpm package install method on LL. On Ubuntu type systems I usually add webmin GPG to trusted repositories and then install from terminal.
### Install Webmin and GPG keys
curl -o setup-repos.sh https://raw.githubusercontent.com/webmin...p-repos.sh
sh setup-repos.sh
