Which tool to encrypt existing PDF file [solved]

This might work for you:

1. Open the PDF file with LibreOffice Writer
2. Click File, Export as PDF...
3. Click on the 'Security' tab
4. Click on 'Set Passwords...'
5. Enter password(s)
6. Click OK and Export

Works for me.
