Sorry Janet, I probably confused the matter by relying on memory! I did not check the reset button and implied it was labelled 'Restore to defaults' but of course it is the 'Reset Preferences' button which restores to default settings.
To reset VLC to default settings, open VLC, select Tools/Preferences from menu bar. At the bottom of the settings page, click the button labelled 'Reset Preferences'.
Up to now that has always restored VLC to a working condition for me.
