Using wine. I doubt it.

(You need a Windows OS computer and your tablet to do the job)

Research at winehq required by you but if me. I would not chance on bricking my android device.

Find a product key from a broken computer somewhere or online somewhere.

Run Windows in a Virtual Machine inside Linux Lite. Do the upgrade that way.
Not use wine at all.

Will it wipe out all my downloaded apps, etc.?

Don't know. But probably will. Anyways. It would not be a surprise to me  if it did.
