reboot.  Still not working? try...

echo "options rtl8723be debug=0 fwlps=N ips=N msi=N" | sudo tee /etc/modprobe.d/rtl8723be.conf

reboot

Still not working?  Try rebuilding the driver as I did in the orginal post above.
