Like others have said, USB Image Writer is not something that was included in LL. You must be remembering that from a different distro you used/tested -- probably Linux Mint.
You can install USB Image Writer to LL by downloading the .deb package Jerry linked to. Then double-click the downloaded file and the GDebi Package Installer will install it to the system.
Or you can install the UNetbootin package that torreydale referred to, which is another very popular tool for creating live USB's. That's already in the standard repos, so you can install it as per his instructions, or do it with this terminal command:
You can forget about that and delete it. Use one of the two above instead.
Just out of curiosity though, which program were you trying to use a PPA for?
