Title: Can I update without having to reconfigure my Desktop and loose files?

I'm running Linux Lite 3.8 4.4.0-170 generic (i686) and want to know if I can update to Lite 4.6 without loosing my desktop settings and look? what files will bee lost?

Unless you want to do so for academic reasons, I can say for practical reasons, from my personal experience, it is not worth the time trying to figure that out.  By the time you think you have figured it out, I could have backed up your data, installed Linux Lite 4.6, reinstalled your programs, and restored your data.  Avoid bringing the Windows upgrade mindset to Linux.  I've looked at the tools to preserve settings and programs, and they didn't seem to work well.  A fresh install of the OS and your additional programs doesn't take long, and you avoid residual crumbs from the previous build interfering with the current build.

I repeat, this is my practical advice.  If you want to know how to do what you ask for fun or for academic reasons, I understand.  But if you just want to get the job done and get on with your life, consider what I've said.
