I had a look at that. It probably defeats the purpose, I was hoping to have spreadsheets and other private stuff open in User 1, then open User 2 to go online, hopefully assuring greater privacy for files in User 1. Hmm.

I know, I have Firewall set up, but still...

Not that weird. Saved sessions only saves apps that can be saved within the session. Not every app state can be saved. Try opening Settings > Session and Start Up > Session and you will see which running apps will be saved on that session.

that has worked, up to a point. I've tried it twice, and both users get the save session option. Great.

However, user 1, Admin, had a document open in workspace 1, and firefox open in ws 2, and on logging back in document/libre was closed and firefox was still open, but now in ws 1.

I thought it might be that the document was passw protected, but I tried again with a non-passw test document, same result. But anyway it wouldn't explain why FF jumps to ws 1.

All very mysterious!

I propose we start with the basics. First, undo all the manual changes you mentioned in your first post such as:
1- Settings > Session and Startup > General Tab > Uncheck "Automatically save session on logout"2- Settings > Session and Startup > Session Tab > "Clear saved sessions buttons" - this will clear all sessions for the time being3- Lite Tweaks > Manage Saved Session > Enable for all users
After #3, do not logout... first make sure that /etc/xdg/xfce4/kiosk/kioskrc looks as follows:
From Terminal:

cat /etc/xdg/xfce4/kiosk/kioskrcOutput:

[xfce4-panel]
CustomizePanel=ALL

[xfce4-session]
CustomizeSplash=ALL
CustomizeChooser=ALL
CustomizeLogout=ALL
CustomizeCompatibility=%sudo
CustomizeSecurity=NONE
Shutdown=ALL
SaveSession=ALL

/etc/xdg/xfce4/kiosk/kioskrc should look like that. If that's the case, then logout and login again. The option should be showing in the Logout dialog for admins accounts too.

Thanks, I have tried that but no change - other User allows saving session, and did save it, Admin User still doesn't offer option, and did close apps when I logged out.

Did you logout the session after using Lite Tweaks? You need to logout for changes to take effect. It should show up after next logon.

I have set up a second user a/c, first time I've tried this.

The problem is the log-out window for the Admin user does not offer option to save session, but closes whatever apps are running. The new user gives this option and does keep the app (browser in this case) open for next login.

I have gone to Session and Start-up, from Admin user, and selected Automatically Save Session on logout , and Prompt on logout.
Also Lite Tweaks I have enabled save sessions for all users.  Also Login and logout power Options: Logout screen shows all options for all users.
