Thanks.  Didn't realize it's just called text editor in 4.0.  But developer tools are not available in simple text editor.

Gedit on my 4.0 test box is in Menu, Accessories, Text Editor - 'Edit text files'. Right click files to edit, select Open with Text Editor (2nd option). No problems here.

The only way I can open gedit at the moment is to search for it and then select "run gedit".  I would like to put a gedit launcher in my dock.  If I right click on a text file there is no option to open it using gedit.  How can I rectify this?
