Make windows open on the monitor where the cursor is

I have a laptop and an external monitor connected to it.
The primary screen is the laptop screen and it is top aligned with the external monitor. The laptop screen is to the left. Like this:

If I have my mouse on the external monitor and open Google Chrome while a window of it is already open on the primary display, the second chrome window opens on the primary display instead of the external one (where my cursor is).

How can I change that behaviour to windows appearing on the display having the cursor?
