A while ago, i erased everything on my hard drive then I installed Linux Lite, is it possible to shrink volume and create new simple volume in Linux Lite?

We need more info to give proper advice, for example, a screenshot of gparted with the disk layout would be helpful, however, If you mean to shrink Lite's partition, as in where it s installed, AFAIK,  it's not possible. Launch gparted and take a screenshot of the disk's layout, then upload it to some image hosting service and share here. Also, read here:

The safer bet is to install Windows first, then Linux. You could clone Lite's partition https://clonezilla.org/downloads.php and restore your current system after installing Windows.

Assuming you now want to add Windows in the newly "shrunk" partition...

You'll want to use gparted  aka partition drives.
You can shrink from within -- Partition - Resize...

Now depending where you "boot" from EFI or BIOS it may get tricky with Windows no longer the 1st OS...
I haven't done, others may chime in with info for installing Windows as the 2nd or so on....
If you're shrinking for other Linux - you shouldnt have any issues....
except for /home if trying to use across multiple linux... if own partition and not under root....
