I recently ran into an issue when i ran sudo apt-get update
i have this error-

Reading package lists... Done
W: There is no public key available for the following key IDs:
1397BC53640DB551
The resolution in case anyone runs into it is-
sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys 1397BC53640DB551

After run update again and all should be well. :D

Yes it seems it does, I guess it is an issue with Ubuntu.
