Handbrake version  in synaptic appears to have a sound problem when converting AVI or MOV files to mp4.   The version is very old.Wish to use a stable but more up to date  version,

ideas please.  Thanks.

Using HP desktop LL3.8 64bit 4GB Ram

You're using LL 3.8, so I don't know if it would be possible to install a newer version there. You could try the appimage though, which is up to date and works in xenial. https://github.com/cmatomic/Handbrake-AppImage/releases or try an alternative https://alternativeto.net/software/handbrake/?platform=linux there's also this which I use and works fine https://jeanslack.github.io/Videomass/about.html

hope this helps! :)
Without each others help there ain't no hope for us :)

When selecting the outpout formats, what are the choices for the audio codec?
