O.K, I think a bit of BBC spin,Poetic Licence...
I'm sure at 10:00'ish this morning it did not have "plans"
It was updated 22 mins ago, and the format looks different...
Upgrades WIP 2.6 to 2.8 - (6 X 2.6 to 2.8 completed on: 20/02/16 All O.K )
Linux Lite 3.0 Humming on a ASRock N3070 Mobo ~ btrfs RAID 10 Install on 4 Disks :)

Hi Dave.

The bill is still at the draft stage and will have to be passed in both Houses.

The worrying thing is there doesn't seem that much opposition in parliament, so lets hope that will change.

I'd contact my local MP, but he was caught in parliament playing "candy crush" 
Mmmmmmm so he must be knowledgeable about all things computer  ;)

Sounds very similar to the crap we've had forced on us in Australia that came into effect last month.
Our ISP's have to keep it for two years.
