On a fresh LL 4.0 install synaptic considers 930+ packages being "local or obsolete". What should I do about this?
On a fresh LL 4.0 install synaptic considers 930+ packages being "local or obsolete". What should I do about this?

To provide further information, these are the enabled repos (untouched):
1) /etc/ap/spources.list
2) /etc/apt/sources.list.d/linuxlite.list
3) /etc/apt/sources.list.d/otto-kesselgulasch-ubuntu-gimp-xenial.list
4) /etc/apt/sources.list.d/teejee2008-ubuntu-ppa-bionic.list

Just ignore it - Those packages were either installed manually (local) or the repository from which it was installed doesn't exist now/doesn't contain the packages anymore (obsolete).

Then I suppose these packages can be safely removed. Right?

No, leave them there, ignore. It doesn't impact you negatively.
