Crazy problem ! 
I noticed that IrfanView (my only successful Wine implementation) took a long time to start up.
In fact, the more I used it, the longer it took.

While browsing through the MainMenu editor,,,
look what I found in the Other category......


.... and the list goes on and on.  Too much wine, will cause one to repeat oneself !

Could be that you run the setup each time and not the executable itself. Or it's the "portable' version doing crazy things.
Maybe check in the Wine Uninstall section? Just an idea.
