Having noted the final edition of Linux Lite 3.4 has been announced, I also saw a reference in Softpedia.com on July 3rd, that Lite can have the latest kernel installed. My question, is the latest kernel 4.12 a part of this final edition?

no kernel 4.12 is not part of Linux Lite 3.4 release.
However kernel 4.12 can be upgraded to on Linux Lite 3.4, [member=2]Jerry[/member] made a post about it recently, I will look for his post with the method of how to do this and add the link in a few minutes.

I did see that post and have the command lines. Since I'm thinking about replacing my hard drive, I was hoping that that upgrade would be a step I could bypass during the reinstall. Guess not. It will probably be in the 3.6 version.

I am unsure which version it will be in, have not noticed any announcements about this yet.

Those are custom kernels for people with newer hardware. LL Final releases provide the standard ubuntu kernel.
