Linuxlite-2.8-I would like to enlarge the upper panel-How do I do that chore

Ah, an easy one that i can answer. If you want it wider:

Right click on panel

Left click on Panel Properties

Select on Display tap if not already selected

Under Row Size, increase number until you find the size you like

I set mine at 50 for a wider row

If you mean you what it longer, just ask again.

There is no upper or top panel by default.  If there is, you created it or moved it to that position, perhaps unknowingly.  Either way, Coastie's advice is sound. 

For the record, another way to get to Panel Properties is Menu > Settings > Panel.

What do I need to do to correct this

You have received help on the panel from both torreydale and me. A panel in XFCE is a panel. It does not matter if you put it is on the top, bottom, or side of the desktop. The adjustments are the same as torreydale confirmed. The panel will show all the time unless you tweak it in the panel preferences to hide.

The moderators may not had a reason to help because your panel question was answered.  :-\

For someone to help with the problem first it needs to be understood.

I'm guessing here but I think the "upper panel on all windows" as mentioned might be known as the Title Bar?
On Linux Lite the 'Taskbar' (where the Menu button etc. is found) is known as the Panel, more than one can be displayed & can be placed at the top, bottom, sides etc. depending on user preference.

The font size of the Title Bar can be increased by going Menu > Settings > Window Manager then changing the Title Font size.
Changing the Title Bar size is more complicated, the easiest way to try is to try a different Window Manager theme as some have different heights for the Title Bar.
Otherwise the themerc file & possibly several of the .xpm images inside the Window Manager theme itself (usr/share/themes) needs to be edited to change the size.

If that's not what you mean by 'upper panel' please provide a screenshot of what it is you're talking about.

That explains what he means by "it has a shutdown x two arrows to change the screen size and a - to shut down the screen-in the middle  list the current screen." I remember seeing a theme in windows manager as described.  ;D
