Why some files will not be executed, when software installation is downloaded? Is it because it is build for a different Linux?

I have readme file for some open source accounting software, I would like to try it, it says "Briefly, the shell command `./configure && make && make install'
should configure, build, and install this package." What this means, how to install?

This must be a stupid question, I must read more on installation.
